[CT Birds] Peregrine leg Bands

Regarding Jim Denhan's inquiry about Peregrine banding.  I had digiscoped one of the birds a while ago and saw in the picture, black over green bands on the left leg and the usual aluminum USFWS on the right .  I talked to Julie Victoria, DEP raptor bander, and she said all, that's ALL, peregrines are now banded black over green. Not just in Ct.  I asked her about the logic in that.  Julie said she had asked the same question and was told that the color bands, which are letter marked, are "field readable".
  Sounds like something that our present adminstration is behind.
