[CT Birds] Long Beach Blvd?

Greetings,

I have noticed this past week that a number of people have seen the Tundra Swan in the pond at the end of Long Beach Boulevard in Stratford. I used to bird there years ago, but then the word went out that when that became part of the McKinney Refuge it was off-limits to the public. Was I mistaken or is the refuge now open? Are some parts open now that were not before?
