Hi Tom:

One reason the birds highlighted in the declining common birds aren't included on the Red List or on the IUCN lists is because inclusion on one of those lists would make them ineligible for the Declining Common Birds list.   Audubon has a different list to highlight the species that are in deeper trouble because of smaller population sizes or restricted ranges, and information on that can be found here:

I agree with you that we do need to keep an eye on the declining common birds as well as the ones that are already in trouble.  Proactive efforts are important in addition to making sure that the WatchList species don't get into any deeper trouble.
