I think one reason this place isn't popular is because there is a bit of a
walk involved. Penwood SP is on Rte 185 on the Bloomfield/Simsbury line. Rt
185 runs between Rt 10 and Rt 218. From the parking lot, facing the loop
road, take the left hand path. It takes me about 1/2 hour to walk this old
road mostly uphill to the trail on the left. There is a post that says
Cedar Ridge Overlook. Take the short trail up to the view. 

There used to be a picnic table up there but it is gone. Bring a cushion to
sit on. It is too cumbersome for me to lug even a portable chair up there.
I will be there intermittently over the next weeks. It would be great to
have company. I am away this weekend but may try for Monday morning. Folks
can email me if they would be interested in meeting at the parking lot next
Monday, Wed or Fri.
