[CT Birds] Rentschler Field question

I thought if there were endangered species present, destruction of habitat 
housing them could not happen... what IS going on?

I remember years back doing an environmental impact statement project for 
one of my college courses and the presence of endangered species was one 
facet that could prevent development.
