I just received the following info from the CT DEP:

Long term wintering waterfowl surveys are conducted by helicopter each year
in January, providing an index of long-term wintering waterfowl trends.
Results this year showed all puddle ducks were above their short-term (5
year) average. The Mallard count was its highest in 15 years,as was the
count for Black Ducks. American Widgeon and Gadwall were above their 5-year

Most puddle ducks were observed in urban sanctuaries, following a recent
trend. Higher numbers may be the result of people feeding the ducks. The
DEP strongly discourages this practice.
