I had emailed Andy privately, but neglected to pass this on to the List, I suggested he Google 
"gular fluttering" he was pleased with the results
This is a method birds use to thermo-regulate their body temps on hot days to cool off, sort of like humans sweating.
It is very common in Cormorants, Gulls and other species that hang out in the open hot sun and not in the shade.
