[CT Birds] Night migrants

There is indeed a fantastic flight on the north wind, but if you check the
radar do not be fooled. If you see heavy migration along southern,
especially western, Connecticut and nowhere else it is because the Upton
radar site is the only one in clean air mode (VCP 32). Surrounding sites are
in other hazardous/precipitation modes (VCP 21) because of showers, thus not
picking up the birds on the move. They're coming in from the north in good
numbers as Dave's observation shows.
