[CT Birds] Bird Calls For Hunters: A Little OT

It might be a tool used by those who hunt crows.  Though I don't know why anyone 
would want to eat crow.

While channel surfing this morning, I stopped at Modern Marvels on the
History Channel and the show was talking about devices used by hunters.

The show mentioned, showed, and demonstrated bird calls hunters use to
attract birds such as Snow Goose, Turkey, etc.  But it also talked about
Owl calls.

I had always thought that hunting any bird of prey was illegal in the US -
so why would hunters be interested in Owl calls?
