Actually it's up to the reporter to decide if he/she wants to discuss an
identification on CTBirds. The proper channel to present the argument is
the Avian Rare Records Committee, and info is available on the COA website.
Discussing an identification on a forum such as this, especially sans
photographs, can sometimes be less than productive and the reporter can
feel a bit on trial (even when handled the most delicately). As a long time
member of ARCC I am more than a little aware of the spectrum of emotions
that can occur in an observer reporting a solo sighting of a rare bird. If
an observer wishes to discuss the identification on CTBirds that's
perfectly fine. As for the rarity of Townsend's Solitaire in northeast in
winter, it is rare but not at all extremely so. It is virtually annual.
