With regard to the boat launch issue:
At Hammonasset, please know that there is a strict rule of NO parking or you will be ticketed, and they mean it.
With regard to the East River in Guilford, it is a state boat launch I believe: http://www.depdata.ct.gov/maps/boating/boatingmap.htm

What might be most interesting is DEEP's Waterbody Regulations and Boat Launches brochure, found online at: http://www.ct.gov/deep/lib/deep/boating/boating_guide/part6.pdf, dated 2015.
According to this, specifically "Prohibited Activities at Boat Launches Sec. 26-16-1 of the Regulations of State Agencies," section d. "No person shall park a vehicle except in an area designated by the Commissioner for parking."
But four subsections later, it states: i. "No person shall use any such facility for purposes other than: 1. fishing, where permitted; 2. parking where permitted for the purpose of fishing, boating, hunting, or observing wildlife; 3. launching of boats or; 4. the observation of wildlife from constructed observation decks."
Hummmm. Parking where permitted for the purpose of observing wildlife. Maybe a loophole!
A suggestion for anyone that decides to pursue this matter, you may catch more birds with honey than vinegar.
