Hello Greg,
I think you'd better check on those or any states residency requirements to
register your boat.  Thats how they know to go looking for you, by county, for
the personal property tax.  FWIW  NC has/had no tax on a used boat sale.

In Virginia, the personal property tax on boats varies by county.
Portsmouth, VA, for example (Mile 0 on the ICW) has the lowest.  The tax
rate is based on the AMOS Marine Blue Book low estimated trade-in value at
the rate of $0.01 per $100.00. They obviously realize revenues from boaters
spending far exceed the tax revenues. Perhaps that's the place to be on
January 1.
