Moreover, an estimated 36 million adults in the U.S. have low skills with nearly one in six having low literacy skills and one in three having low numeracy skills.   Adult education can make a transformative difference for these Americans.

The CR also includes $90m for the Mobile QAC program, which is equal to the Census Bureau’s estimated cost for the program. Given the urgency of securing funding certainty and the fact that the Census Bureau still has $1.02 billion in carry-over funding from FY 2019, we are supporting the level provided for in the CR.

Presqu'ile Birding Report for Week Ending November 14, 2002.

Tuesday afternoon's conditions were ideal, and an estimated 4,500 White-winged Scoters, as well as two Surf and one Black Scoter were seen. There is still one Merlin being seen regularly at Owen Point and Gull Island. As long as there are shorebirds in the area, there is little incentive for it to leave.

A record count of an estimated 25,000 BUFFLEHEADS on the upper river along with 18 MUTE SWANS, over 50 TUNDRA SWANS, small numbers of RING- NECKED DUCKS, thousands of GREATER SCAUP, over 50 WHITE- WINGED SCOTERS, and at Fort Erie, a single BLACK SCOTER.

In Lake Ontario, waterfowl numbers are also impressive with an estimated 10,500 LONG-TAILED DUCKS counted just east of The Rock. Cressy Lakeside during the week offered many flocks of COMMON GOLDENEYE, RED-BREASTED MERGANSERS, BUFFLEHEADS and LONG-TAILED DUCKS.

Athol Bay the same day produced a conservative estimate of 15,000 GREATER SCAUP, and on the Salmon Point side of the bay, there were 2 or 3 female BLACK SCOTERS mixed in with a flock of WHITE-WINGED SCOTERS.

Mild weather and brisk winds have dispersed much of the waterfowl concentrations making estimate of numbers and a species account more difficult. Prince Edward Bay early in the week contained 11 species of waterfowl including over 6,000 LONG-TAILED DUCKS, 1,300 COMMON GOLDENEYE, along with CANADA GEESE, BLACK DUCKS and MALLARDS.

Several hundred SNOW GOOSE over Cayuga Pool in the Iroquois Refuge, yet 100 miles to the east, in the Montezuma Refuge area, an estimated 100,000 SNOW GEESE. In response to several recent reports, it is the TUNDRA SWAN that is the region's common spring migrant, while the introduced TRUMPETER SWAN is the rare exception.
