NCL Policy Call July 6, 2016 NOTES
Attending: Judy Mortrude, Peter Waite, Deborah Kennedy, Jeff Carter, Steve (CURE), JoAnn Weinberg, Regina Suit, Michele Dietrich, David Rosen, Carol Clymer, Jim Parker, Sharon Bonney, others?

WIOA final regulations discussion

  •     NRS EFL includes 3 measures: pre/post-test; credits/Carnegie units/transition to postsecondary education and training
    
  •     All measures will be required to be collected but not used for performance;  It appears that WIOA title II providers will not be held accountable beyond EFL until 2018.  Guidance will be needed
    
  •     3 day NRS training in late June - more information may have been given there
    
  •     "Participants" definition could be problematic - Jeff will share ICR information on this via NCL list
    
  •     IEL Civics still requires IET programs but not that all individuals served in IEL Civics will be in IET programs - leaves flexibility
    
  •     How will NCL gather information on how this gets implemented on the ground? Perhaps a briefing in 2017
    
  •     "WIOA is not contingent on the provision of a SSN"  WIOA joint regulations cites Privacy Act.  This is NOT just WIOA title ii but all titles under WIOA
    

Family Literacy

  •     NRS retains family literacy as OPTIONAL table  and says states can add additional performance
    
  •     Penn State College of Ed will be publishing a list of state investment in family literacy - trying to bring attention to family literacy needing a dedicated funding
    

Appropriations update

  •     All signs point to flat funding for adult education
    

Perkins reauthorization

  •     Sen. Reed that is intended to strengthen the adult language in the act, so that's something NCL should probably endorse when the time comes
    
  •     Postsecondary measures more aligned with WIOA
    
  •     Program of Study defined
    
  •     WIOA definitions included: career pathways, postsecondary credential
    
  •     CURE advocating for removal of limit (1% cap) of Perkins funding for correctional education

Perkins draft includes 2% limit for corrections CTE

(A) an amount equal to not more than 2 percent of the amount allotted to
the State under section 111 for the fiscal year shall be made available to
serve individuals in State institutions, such as State correctional
institutions, juvenile, justice facilities, and educational institutions;
and

Hi everyone,

Sorry I had to leave the call early yesterday. One thing I didn’t have a chance to add to the discussion regarding the House Perkins/CTE bill is that I was told that ALA is not supporting the bill because it changes the language around Perkins grants so that libraries are no longer eligible. Kevin or Emily, feel free to elaborate or clarify.

One thing I didn’t have a chance to add to the discussion regarding the House Perkins/CTE bill is that I was told that ALA is not supporting the bill because it changes the language around Perkins grants so that libraries are no longer eligible. WIOA final regulations discussion
·        NRS EFL includes 3 measures: pre/post-test; credits/Carnegie units/transition to postsecondary education and training
·        All measures will be required to be collected but not used for performance;  It appears that WIOA title II providers will not be held accountable beyond EFL until 2018.  Guidance will be needed
·        3 day NRS training in late June – more information may have been given there
·        “Participants” definition could be problematic – Jeff will share ICR information on this via NCL list
·        IEL Civics still requires IET programs but not that all individuals served in IEL Civics will be in IET programs – leaves flexibility
·        How will NCL gather information on how this gets implemented on the ground? Perhaps a briefing in 2017
·        “WIOA is not contingent on the provision of a SSN”  WIOA joint regulations cites Privacy Act.  This is NOT just WIOA title ii but all titles under WIOA

Family Literacy
·        NRS retains family literacy as OPTIONAL table  and says states can add additional performance
·        Penn State College of Ed will be publishing a list of state investment in family literacy – trying to bring attention to family literacy needing a dedicated funding

Appropriations update
·        All signs point to flat funding for adult education

Perkins reauthorization
·        Sen. Reed that is intended to strengthen the adult language in the act, so that’s something NCL should probably endorse when the time comes
·        Postsecondary measures more aligned with WIOA
·        Program of Study defined
·        WIOA definitions included: career pathways, postsecondary credential
·        CURE advocating for removal of limit (1% cap) of Perkins funding for correctional education

True. I had heard that as well, at least proposed.  But here’s the language from the updated NRS table 4:
Number who achieved at least one educational functioning level gain

(D)

·        The number in column D is the number of participants who completed one or more Educational Functioning Level gains as measured in one of three ways: 1) by comparing a participant’s  initial EFL as measured by a pre-test with the participant’s EFL as measured by a participant’s post-test; or 2) for States that offer high school programs that lead to a secondary school diploma or its recognized equivalent, an EFL gain may be measured through the awarding of credits or Carnegie units: or 3) States may report an EFL gain for participants who exit the program and enroll in postsecondary education or training during the program year.
