One advantage to using an agent for new vessel documentation is that they
will issue a "Documentation Pending" letter that you can carry on the boat
while waiting for the real thing. We were actually stopped and "safety
checked" by USCG while in pending status and they accepted the letter
without question. That may not work for international cruising however.

I've always found the renewal process pretty straightforward and pretty
painless. However, new documentation, not so much. We bought a new-to-is
Back Cove last spring. Finally got the document in January of thus
year...eight months!
Not such a big deal, IMHO, and you're paying a hefty premium when using
a private renewal agency that really provides no real value added or
special service - they're just doing the same thing you could do
yourself without much effort. You get a receipt from the NVDC when you
renew online that undoubtedly would suffice for the water cops.
Conversely, documenting a boat for the first time would be an entirely
different matter.

Bob's on tract... we've been stopped while the documentation was undergoing
renewal and producing copies of the forms that we had filled out and
submitted sufficed. They'll likely accept saved filed copies on a computer.
The CG and Marine Patrol know and understand what the current delays are.
Now, 4-5 years later and still unable to produce documentation paperwork
might be questionable.

What worked for me while I cruised the first summer with my documentation
being processed is a copy of the application and an acknowledgement from
NVDC that they were processing my request and based on the queue, I should
expect to receive it in about 9-12 months
I used the above to enter and exit three greek ports and tow Turkish ports.
Of course, YMMV
