two new fees to attach to municipal fines and costs

Fellow Attorneys:
In one of my towns, I have a new Police Chief.  He wants me to draft two ordinances:  1,  To add an amount to every citation imposed in municipal court for a training and equipment fee; and,2.   To add an amount to every citation imposed in municipal court for a technology fee.
He has given me two Ordinances which  imposed these, from a neighboring town.Can anyone give me any authority for these?Is there a limit on the amount that can be imposed?(The neighboring town has $l0.00 on each of its ordinances.)

I know several cities have adopted similar fees but I don’t have any authority for it and I question whether they are valid by reason of statutory limits on municipal court costs.
