I have a municipality embarking on an infrastructure project with another public entity (a university). The project will replace/upgrade water lines both within city limits and on the college's property and will be paid for using ARPA funds. Even without the ARPA funds, I think an interlocal cooperative agreement is necessary. Has anyone tackled a project such as this? I'd greatly appreciate any tips, advice, templates, etc.!

Never have... You may already have identified this statute, but if it's a state university, see 11 O.S. § 22-125 (Gifts to Institutions in the State System of Higher Education).
