Counselors:

Two questions.

  1. Anyone have a policy or guidance for staff that they would be willing to share on prohibiting animals generally from public facilities such as ballfields, etc., but allowing service animals and, importantly, explaining what constitutes a service animal?
  2. Any guidance on implementing an animal prohibition except service animals, and particularly dealing with those persons who bring an animal in, tell you it's a service animal, and then the animal is essentially turned loose to roam around.

Any policies, guidance or thoughts are appreciated.
