To embellish Rich’s comment, this inert mine looks more like a moored (anchored on a chain at some depth) or floating exercise mine.  The horns on the mine are the detonators and must come in contact with a ship to cause it to explode.  A bottom mine has some other source of detonation since a ship wouldn’t contact the horns if the mine is on the bottom.

FWIW, the Navy operates a range off shore near Ft. Lauderdale used for training and for testing of mine hunting vehicles.  The range is operated from a small station located at the inlet of the Stranahan River  at Port Everglades.  Years ago, I spent several weeks there testing a remotely operated mine hunting vehicle.  We operated against both bottom and moored inert mines.  We didn’t work against floating mines because they just drift with the current.  I’m pretty sure the inert mine in the photo broke free of its mooring chain on that range and drifted onto the beach at Lauderdale-by-the-Sea, probably carried by the weak edges of the Gulf Stream which is fairly close to shore in this area.
