I represent a city with a population of 10,000+.  We have the standard
ordinance about insulting signs, literature or language.  Taken to it's
extreme, you probably can't cuss in my town.    What I have is that someone
has spray painted the "F" word on the side of a brick house twice.  You do
not see it coming from the South but you do see it coming from the North or
if using the alley.  I'm not a constitutional scholar.  Does my right to
free speech allow me to use the "F" word or similar words in public view?
