Thanks Judy! I was on the call and had a few thoughts/observations to share. As the discussion proceeded, there were a number of times folks were consulting their memory for what may or may not have been said. Is there an official secretary that takes notes during NCL meetings that could possibly be shared in advance of these follow up calls?

Also, would it help to send Johan and Cheryl our questions in advance of meeting with us so that they can come prepared to address our joint concerns?

One other note, COABE will be well-represented at the BBF event as Tom, Kaye, and I will be there.

June 1, 2016 NCL Policy call

Overall debrief of NCL Coalition Meeting

Johan and Cheryl gave broad policy overview.

· Question: Are they identifying any trends in initial review of state plans – Answer: Not in far enough to identify real trends. Did think states would need significant TA, some of which will happen last week in August at state directors meeting. OCTAE will develop an overall TA plan. Perhaps this is tied a new technical contract with AIR to provide a series of regional meetings (PIAAC technical reports?)

· Peter asked about procurement limitations – raised issue of TA contracts going to agencies without literacy knowledge.

· Ability to Benefit – CLASP/JFF will try to put together a call on the latest guidance. Judy will post information about this to NCL listserv.

· Jim raised concerns about the loss of 1 mill+ people from adult education. Is this because they are not showing up in NRS because of data collection?

· Measurable skill gain (MSG) – good discussion with OCTAE suggesting they utilize all five MSG options. Johan suggested right now people are only seeing a piece of the puzzle; hopefully when the rules come out people will be able to see how the full system is designed

Members expressed general frustration with getting transparent information in the WIOA process from OCTAE. Jeff challenged NCL to think about how to engage the next administration coming in, how can we be proactive in suggesting ways in which the coalition can be helpful.

WIOA Title II – information collection request – exploring how this will impact intake and assessment. Anson Green, TX adult education director has been building the capacity of his local program to be ready for July 1, 2016. COABE/CLASP/NAEPDC will sponsor a webinar featuring Anson and Carrie Tupa on June 21, 2016

Margie McHugh from MPI: Sec. Clinton has made a ‘commitment’ to create a WH Office on Immigrant Affairs, and propose in her first President’s Budget request $150 million in new funding for adult education as part of comprehensive immigration reform. Important to think about immigration reform/ESL services within the next administration.

Johan said WIOA title II programs need to ‘learn how to leverage’ workforce (and other) programs. No new funding coming from ED, so finding new resources for adult education is becoming increasingly important.

Jeff noted the corrections reform bills have some language about investing potential savings for education with incarcerated populations. Steve (Citizens United for Rehabilitation of Errants - CURE) – working on PELL independent bill on the House side (experimental Pell projects coming up in July); Perkins, HEA

Working with title I – might be useful to work with NAWB Ron Painter to build capacity for both Title I and Title II providers. Jeff will reach out to Julie Squire, NASWA, to ask about next steps on this

FY 2017 Appropriations – Jeff said we will be getting the WIOA title II number from the senate next week, house sometime in June. Not expecting a cut. If it is, Jeff urges networks be active to take action – Jeff will share via the listserv.

Hi Sharon,
I am chiming in because I am the secretary. Thank you very much for the suggestion and it is a good one. Yes, we do have minutes form the meeting. I have not had a chance to clean them up for public view yet (spell check, complete sentences etc.). I will have them ready in the next few weeks and I would be happy to share them with anyone who is interested. I think the challenge for this call was the timing and turnaround.

I will let other comment on the question about Johan and Cheryl. My thought was we were debriefing on our thoughts from the meeting. We could definitely follow up after with an email to them.
