Good morning: I am attaching a second motion to enforce the court's TRO submitted by the states in the federal funding OMB pause litigation to the federal district court in RI. This motion pertains to FEMA funding that is still apparently being held up. (As you'll recall there was already a motion to enforce the TRO, which the judge granted). The motion and accompanying affidavit detail the hold up in FEMA funding that the states are experiencing, which the federal government insists are not holds but indicates there is a new process for reimbursement at issue.
