I agree with all comments. The ordinance had been around since 1977, and was concerned that maybe I was missing something in my research. I do not see how such a provision benefits the city, and it has not been used as far as I am aware.

I agree with Patrick and Matt. When you are already in a hole............quit digging. Trying to criminalize non-payment of a utility bill will only make matters worse, not to mention the potential adverse political consequences.
