Deck fills have o-rings. These keep the water dust and dirt out.
I inspect mine ever time I open the deck fill and at least once per year
for the others
In the winter I also remove them, clean them up, inspect under a very
bright light for cracks and deformities, apply new silicone grease and
close the deck fill.
On my fuel deck fills I switched to food grade silicone o-rings since
cleaning up polluted fuel could be a nightmare.
After 5 years, I changed the silicone ones for new ones. As far as I could
tell, the old ones were still in near perfect shape.
New ones seem to cost under $1 a piece and it seemed that it was just cheap
insurance to put new ones.
I also put them on the other deck fills. Seemed like the right thing to do.

The O-rings on our boat's deck fills, water, diesel and paint thinner are
15 years old and showing no signs of age. Like Lee we also look them over
when we unscrew the caps. I often wonder how long they'll last before
needing replacement.
