Hey counselors, I have a question. My city has an employee who we know was
exposed to COVID by another employee. The employee refuses to get tested,
even when the cost of the test is going to be paid by the city. The City
Manager believes that he needs to require the employee to quarantine for 14
days. Does the City have pay the employee while quarantined?

No, that requirement expired on December 31.  The employee can be required to use their own leave.  If the City does not have an exposure policy they should adopt one.  We have some samples if you need them.
