Fellow Municipal Attorneys:
I have had some inquiries regarding strategies in Oklahoma to deal with issues related to homelessness. I have been asked for a list of "legal" strategies. What I have found and understand is that the solution for each community may be as unique as the community. I have pasted in the link for the OkC Action Plan https://www.okc.gov/departments/planning/programs/homelessness/strategies-to-address-homelessness-in-oklahoma-city
The challenge can be on both public property and on private property. I have read that some cites are passing curfew or "no sleeping" ordinances on public property after a certain time in the evening. Regarding private property, one suggestion was to encourage private property owners to be more active in signing trespassing complaints. This may be a good forum to share ideas that may or may not have worked in your cities.
I am certain that all suggestions will have to be measured against each city or town's unique circumstance. Does anyone have suggestions to share?

Jeff, okc has done a lot of work on this. The key to home program has been instrumental from what I’ve heard. If you contact Aubrey mcdermid with the city managers office of okc or clay moss with hall capital, I’m confident they can give you some assistance. Amy

In Olkmulgee we are receiving reports of a mental hospital in another county dropping off discharged patients at our homeless shelter that has no openings. Has anyone else experienced this issue?

We are having issues where many mentally ill or unhoused individuals are telling us that Arkansas City across the border in Kansas is having an officer drop them off here. I’m not sure if our former police chief/now deputy city manager has talked to them yet.
