Western Erie canal is 15.5'.  If you can get down to that, its worth it.
Several towns on western Erie offer free docks, some with free power and
water and also access to clean showers and all very welcoming to
boaters.

If you take the "traditional" loop" route the height restriction is
19.1 at mile 300.5 on the Illinois Waterway.
