The goals were to 1) describe the instructional and programmatic shifts programs made in response to stay-at-home orders and 2) illustrate the challenges and successes they experienced.   Interviews were conducted with 49 respondents from 20 states that reflect program operating conditions 6 to 9 weeks after face-to-face instruction was halted.
