It's looking like I may have been pretty close to on the money regarding my guess as to the House's proposed increase for adult education. Unofficially hearing about a ~$23 million dollar increase.
That would be for the entire program, including national leadership, which we already know is flat-funded at 13.71 million.
I also confirmed that my theory about why they specify an amount for national leadership in the bill text is likely correct. Since the amount they have decided to allocate for national leadership does not exactly match the figure that would be produced by using the formula specified in the law (I believe it's 12% of the entire appropriation, but I'm too lazy to look it up and check), they need to specify it, or else they would have to apply the formula. If you look at the history of WIOA Title II funding over the last several years, they have directed those increases to the state grant line item, and kept the national leadership line item flat. Which they are apparently going to do in this bill as well.
So if the intel is correct, we're looking at (rounding up):
~$664.xx million for state grants | $13.71 million national leadership | ~$678.xx total
Those familiar with WIOA will note something significant about an appropriation of $678 million-ish. If true, it would appear that they are appropriating at the authorized level for, I believe, the first time in the history of the law.
Sarah's next version of her table is likely to have more... stay tuned. This is all unconfirmed so don't publish it over official channels just yet.
