I looked through the most recent SCAD order regarding COVID and didn't see
anything that applied to municipal courts as they are not district courts
or county affiliates; except section 9 of SCAD-2020-107 which leaves out
the "district court" language and states the following:
"To the extent that in person dockets are held, judges may restrict the
number of persons who are permitted to enter the courtroom or other areas
designated for use by the court, including courtrooms, offices of the
judges and court clerks and areas adjacent thereto."
I assume that section 9 is intended to apply to district courts only, but
that language is absent. So having said that, does anyone see a problem
with a municipal judge limiting municipal court to city officials (e.g.
municipal court clerk), mayor, police officers, one council member, and one
defendant at a time permitted in the courtroom?

I think the municipal judge has the discretion to make such a rule.

I agree; however, you should be ready in case of an objection from the Defendant or local newspaper. Perhaps an alternative setting or some other way of having the proceedings as open as possible.
