Anyone aware of a mechanism for requiring owners of vacant commercial buildings to keep their utility accounts active, i.e. water and electricity? We're looking for a way to make owners of these buildings take more responsibility for them, rather than just let them deteriorate to a dilapidated state. Roy D.
