Our city treasurer has asked whether city council members are entitled to compensation for council meetings whether they attend or not. Has anyone faced that issue? If so, what was your conclusion?

The language of your ordinance should answer that question. Some provide for a monthly payment. In that case, I would say it doesn’t matter whether the member attends the meeting(s).  Others provide for payment per meeting, which I believe should be applied as it’s written.
