The ODEQ has a standard for the minimum standard for water pressure to household taps. If you fail to meet that standard then they may consider issuing a consent order for compliance. I would suggest checking with odeq for the minimum pressure and then test your system and get an engineer to determine the injury to system from additional taps.

Here is the odeq standard for water pressure of 25 pounds.
252:631-3-20. Water pressure All PWS systems must maintain a water pressure of at least twenty-five (25) psi throughout the distribution system.
