Has anyone’s municipality entered into a long term lease agreement whereby a tenant agrees to lease real estate at the municipal airport for an extended period, during which time the tenant will construct a hangar? I understand these arrangements are fairly common, but am looking for a form and an idea of what lease terms might be customary.

Keep in mind that there are some restrictions imposed by the FAA regarding the length of the lease. I am attaching a draft lease from Bristow, as well as a link to a handbook regarding small airports (VERY useful).
