A member thinking about imposing special assessments for a sea level rise/flood mitigation program. The assessments would be used to pay for capital construction and operations and maintenance of improvements to avoid flooding in public roadways caused by sea level rise and groundwater inundation as well as stormwater (rainfall). The improvements would include raising the roads through addition of asphalt, French drains, injection wells, and lift and/or pump stations. They are interested in hearing from local governments that have adopted similar special assessments, and finding out what apportionment methodology they used (to divide up the special assessments among the property owners).
