Monitored Fire Detection Systems

A municipality with an older downtown area is considering requiring all
businesses with common walls to install fire detection systems that are
monitored 24/7.

There was recently a fire in the downtown area that destroyed most of the
businesses. The fire started in the middle of the night, so went undetected
for several hours. Of course, had it been caught earlier, the damage could
have been contained.

Do any of you know of an ordinance imposing such a requirement? I'm looking
at the IFPC (2015) but it is so dense, it is going to take me a while to
discern when it requires monitoring.
