Frivolous litigant

Greetings:

Does anyone have advice on dealing with a frivolous litigant in municipal court? He submits complaints for minor but real violations of ordinances (trespassing, disturbing the peace). These are hard to ignore, because he catches many of them on video.

He is an outsider and brings conflict with his neighbors on himself. He is also intelligent and self-taught in taking town issues to district court.

My current plan:

  1. Remind him I have proprietorial discretion.
  2. Tell him the town has limited resources.
  3. Tell him these cases of neighbors using vulgar language against him, or trespassing across his property without dame, are civil matters.
  4. Therefore we his typical complaints will not be prosecuted.

Does anyone have a better idea? Thank you for your assistance.
