Cats are seen with steps.  Problem is that most "steps" are not "designed"
but rather copied from other hulls.  Step is  only optimum at one velocity,
and thus is very tricky to design such that it will not be a detriment at
other velocities.  Properly designed can be helpful at particular speed
transitions.
