FY 2017 Budget: House Republicans remain divided over their FY 2017 Budget Resolution. On Friday, Speaker Ryan in a meeting of the Republican conference, set out three options for consideration: > · First, the House could write a budget that cuts discretionary spending for both defense and NDD back to the sequester levels, undoing the caps agreed to in the 2015 Bipartisan Budget Act (BBA). Ryan made clear the result of that would be that the Senate likely would block all spending bills and a stopgap spending bill eventually would be passed. > · Second, they could write a budget that keeps the defense numbers but cuts NDD - the result would be the same as #1. > · Third, they could write a budget at the levels established by the Bipartisan Budget Act of 2015 and thus have a chance to pass individual appropriations bills. > · While not set out as an option, the House could also simply not pass a budget resolution. Under that scenario, the House would have to pass a deeming resolution that establishes the top line 302(a) number for the appropriations committee at the level set in the BBA. While conservative Republicans would likely oppose that, such a deemer would pass with Democrats support. > > Note that the Senate does not need to pass a deeming resolution. The BBA set the 302(a) allocation for the Senate at the BBA levels.
