  1. My Status: Based on a request from CEF President Makese, that the Raben Group extend its contract with CEF for another month to allow additional time for a smooth transition after my retirement, I have agreed to delay my retirement date by one month.  So, I’ll now be working through April 30.

  2. CEF Membership Briefing: Please attend our special Research Committee briefing “What Advocates Need to Know about the Federal Regulatory Process”.  Major kudos to Josh Westfall at the National PTA for organizing this!
    When: Friday, February 19 from 9:30 a.m. – 11:00 a.m.
    (CEF members can arrive at 9:00 a.m. for networking and social time)

Where: College Board, 1919 M St, NW, 3rd Floor, Thurgood Marshall Conference Room, Washington, DC

  1. FY 2017 Budget: House Republicans remain divided over their FY 2017 Budget Resolution. On Friday, Speaker Ryan in a meeting of the Republican conference, set out three options for consideration:
    ·        First, the House could write a budget that cuts discretionary spending for both defense and NDD back to the sequester levels, undoing the caps agreed to in the 2015 Bipartisan Budget Act (BBA). Ryan made clear the result of that would be that the Senate likely would block all spending bills and a stopgap spending bill eventually would be passed.
    ·        Second, they could write a budget that keeps the defense numbers but cuts NDD - the result would be the same as #1.
    ·        Third, they could write a budget at the levels established by the Bipartisan Budget Act of 2015 and thus have a chance to pass individual appropriations bills.
    ·        While not set out as an option, the House could also simply not pass a budget resolution.  Under that scenario, the House would have to pass a deeming resolution that establishes the top line 302(a) number for the appropriations committee at the level set in the BBA.  While conservative Republicans would likely oppose that, such a deemer would pass with Democrats support.

Note that the Senate does not need to pass a deeming resolution.  The BBA set the 302(a) allocation for the Senate at the BBA levels. It requires that “After April 15, 2016, but not later than May 15, 2016, the Chairman of the Committee on the Budget of the Senate shall file… for the Committee on Appropriations, committee allocations for fiscal year 2017 consistent with discretionary spending limits set forth in section 251(c)(4) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended by this Act…”

House Budget Committee Chairman Price has said he still plans to markup a Budget Resolution on February 25.  Stay tuned.

  1. State Funding Tables: The Department of Education has posted Fiscal Years 2015-2017 State Tables for the U.S. Department of Education.  http://www2.ed.gov/about/overview/budget/statetables/index.html Each of the State tables by State shows subtotals for:
    ·        Elementary and Secondary Education Act programs;
    ·        All elementary and secondary education programs;
    ·        Postsecondary education programs;
    ·        Rehabilitative services and disability research programs; and
    ·        Student loan volume.

  2. Hearings Announced:
    ·        February 23: Senate HELP: ESSA Implementation in States and School Districts: Perspectives from Education Leaders http://www.help.senate.gov/hearings/essa-implementation-in-states-and-school-districts-perspectives-from-education-leaders.  Witnesses not yet announced.
    ·        February 24: House Education and the Workforce: Examining the Policies and Priorities of the U.S. Department of Education http://edworkforce.house.gov/calendar/eventsingle.aspx?EventID=400263. Dr. John B. King, Acting Secretary, U.S. Department of Education, will testify at the hearing. This is basically a hearing on the FY 2017 Budget.
    ·        February 25: House Education and the Workforce: Next Steps for K-12 Education: Upholding the Letter and Intent of the Every Student Succeeds Act http://edworkforce.house.gov/calendar/eventsingle.aspx?EventID=400264. Dr. John B. King, Acting Secretary, U.S. Department of Education, will testify at the hearing.

Save the Date for the 2016 CEF Presidential Forum: This event will take place on May 26th, 2016 from 9:00 a.m. to 12:00 p.m. at the Newseum in Washington DC. The forum is designed as an opportunity for presidential candidates to highlight and discuss their education policy agendas––including, but not limited to, education funding––and highlight education as a critical domestic policy.
