... why use not simply use grease to hold the washers in place?

I often do, but in this case, I don't have a glue gun and I wanted the
washers to remain in place, no slipping, even when the pump is removed in
the future. With contact cement, tightening down the fasteners would allow
the washers to adhere even better, since the sleeve, which is actually a
compression post pushes against the washers that I wanted to keep in place.
But the short answer is that it's what I had onboard. It's good to see that
you guys are reading this stuff.

Rudy,

I use the brush-on white glue to keep washers et al in place. I had some
left over when my niece came years ago and she brought it with her. As long
as the surfaces are clean, in this case only cloth-wipe clean, the stuff
works. When I need it to come off, it does so easily. Better them "Elmer's"
type liquid glue as this is no run off. In a test, I used it as the thread
sealer on my high pressure machine's hose some two years ago. Not a drip
(if one waits a little.) Same for dock hose connections.
