View all threadsHello folks,
Just a reminder that the House will be marking up the Dream and Promise Act tomorrow starting at 10 a.m.: https://judiciary.house.gov/legislation/markups/hr-dream-act-2019-hr-american-promise-act-2019-and-hr-549-venezuela-tps-act-2019
If you need a refresher on this bill and its implications for adult learners, feel free to check out NSC's March 2019 blog post: https://www.nationalskillscoalition.org/news/blog/dream-and-promise-act-sends-clear-message-middle-skills-are-a-pathway-to-citizenship
The markup is expected to be lengthy and someone contentious, with many amendments proposed that probably will not pass. Ultimately, the full bill (which is temporarily being split into two bills for procedural reasons) is expected to be voted on in the House in June.
The bill already has enough co-sponsors to meet the 218-vote threshold needed for passage in the House. However, at present there are no Republican co-sponsors. The companion bill in the Senate is bipartisan (Durbin-IL and Graham-SC) and if the House does indeed pass their bill, that will put a lot of pressure on the Senate to act.
Ultimately, we don't anticipate full passage of the Dream Act this year. But this process is vitally important for several reasons. In particular, it's the first time in nearly a decade that a bill addressing Dreamers will be coming up for a floor vote, and the language in the bill is expected to be a roadmap for any future bills in the next Congress.
