Bringing child to work

Town's office employee has just had a child and wants to bring the child to work with her so she can care for and watch her child while she is at work.  Town has no employment policy addressing this issue and does not have a day care facility.  I know there could be some insurance/workers comp issues along with the potential impact on the employee's productivity.  This issue has been punted to me to be the bad guy.  I do not believe bringing the child to work is a good idea.
