City needs to hold a special meeting next week to approve a change to the
budget. It's wheat harvest. In order to get a quorum, they need to hold the
meeting early - the mayor is proposing 7:00 a.m.
What's your opinion on whether this meets the requirement that the meeting
be held at a time that is convenient to the public?
I would argue that, under these circumstances, 7:00 a.m. is more convenient
for many citizens than later in the day.
But I'd sure appreciate any experience or input from others to either shoot
me down or agree.
(The public hearing on the budget was held last week and the budget
resolution approved. This change is to correct an error in the source of the
money for one of the funds.)

With a farming community, it does make sense that 7:00 am would be a convenient time. Location is probably the same as prior meeting. It seems as long as the notice of the special meeting was posted at least 48 hours in advance, you would be fine.
