OCC CERTIFICCATES OF CONVENIENCE AND NECESSITY

OKC would oppose if the carrier could not provide appropriate 9-1-1 service -- that is the purpose of notice to the city pursuant to Ch 55 OCC regulations, as I understand it.

Counselors:

The City (like most others who are on OML's list) recently received an Application for a Certificate of Convenience and Necessity filed by Southwest Arkansas Telecommunications with the Oklahoma Corporation Commission.  As I understand this process, essentially the only thing that the certificate of convenience and necessity does is authorize SWAT to conduct telecommunications business in Oklahoma.  Are there any municipalities that oppose these types of applications?  I would be interested in others' perspectives.
