A member is seeking examples of any codes of conduct that County/City governing board may have entered into that sets out items such as not becoming involved in employee complaints, personnel decisions, other decisions delegated to management.
The member would also like information about how the governing boards handles citizen complaints and information related to providing the governing board with direction as to how to respond to the citizen and how to help them discern big deal vs little deal, as well as their method of communication (for example, avoidance of creating public record when a phone call is sufficient).
Finally, the member is also interested in any experiences with successful training modules or other strategies in helping electeds understand what should be ramped up to manager and how little issues derail the manager.

In Charlotte County, our charter actually spells out that commissioners shall not get involved in certain matters or interfere with employees duties (i.e. directing them to do things). We do not hesitate to remind board members that they are prohibited from getting involved with employee complaints or personnel matters and they generally are very receptive to avoiding those issues.
Noninterference with employees.
Except for the purposes of inquiry and information, the members of the board of county commissioners shall not interfere with the performance of the duties of any employee of the county who is under the direct or indirect supervision of the county administrator.
(2)
The board of county commissioners shall have the authority to enforce this subsection against a county commissioner by a suit for injunctive relief in the circuit court. If an injunction is granted against a commissioner, such commissioner shall be personally liable for all costs and reasonable attorney's fees incurred by the board. If an injunction is not granted against the commissioner, such commissioner shall be entitled to payment by County of all costs and reasonable attorney's fees incurred in defending such action.
(3)
In the event a commissioner against whom an injunction has been entered is subsequently found to be in contempt of the injunction, such commissioner's seat shall be deemed vacant and the vacancy shall be filled pursuant to the provisions of this home rule charter.
(4)
Violation of subsection C(1), above, shall also constitute malfeasance in office for purposes of recall under the provisions of this home rule charter.
