The NCL board of directors and I have revamped the NCL policy chair position so that the role is more in line with a typical chair committee role. I believe this will allow for more people from the membership to potentially take on the position.
The new "job" description is attached. Let me know if you or anyone from your organization is interested. I'd appreciate it if interested parties would get back to me by January 30th.* Co-chairs are a possibility. The final selection will be made by myself in consultation with the board.
I am also working with the board on a call for volunteers to take the lead on the specific, individual policy TASKS that have traditionally been handled by the policy chair or by consultants, such as preparing a House and Senate Dear Colleague letter on appropriations and securing a resolution from the House and Senate to declare Adult Education and Family Literacy Week. While these tasks COULD be performed by the incoming policy chair if they are interested in taking them on, they won't be a required part of the job. We're going to try a more distributed labor model and see if that works.
I've attached a DRAFT of that task list for your perusal. Once finalized we'll put it online, (probably as a google form) so folks can sign up.

*I apologize for the short notice. This is one of the task that went completely off the rails when this list stopped sending messages out to everyone. I actually sent this request before Thanksgiving, hoping to get someone in place by the first of this year. Unfortunately, none of you ever saw it. I’m re-starting the process this month.
