I was just looking at the REST documentation for term status filtering.
I was wondering if it is too late to change ts= to be tsf= (term status
filter) or something with filter in it, since using ts to exclude seems
unintuitive.

I found that a bit confusing as well, which prompted a couple of
clarifying edits to the CollectionSpace Services Common REST API
document section that describes the use of this term status filter:
Changing the term status filter query parameter to 'tsf' from 'ts'
seems do-able. If there are no objections/concerns on either the Talk
or Work lists by end of week, could you then make a 2.x JIRA for this?
