Municipality wants to pass a resolution for an increase in utility rates (electric and water/sewer) automatically every 3 years for 21 years. I believe I have heard of other municipalities doing this, but my question is whether there is a statute or case law that limits the overall time frame for the increase (i.e. the 21 years)?
