Question: I have several Council members that may wish to appears personally at an upcoming Council meeting. The preference is to follow the recommendation of the AG and conference remotely. Can the Mayor, alone, require teleconferencing or videoconferencing?

Normally, the Council determines the Council’s procedure, even in a strong mayor form of government, let alone in the other 3 types of statutory forms. If you have a charter, then look to the charter language – if any – that may apply.
I will say that we have been getting a lot of mileage out of declarations of emergency, followed by voluntary compliance – even if grudgingly done.
