Take her for coffee. Ask her if she was aware that if she moved out of the limits that she couldn't still be on the Board. If she is aware, ask how she would like to manage this. Would she like to resign? Have a cake (if she has been there for a while)? Tell her what a loss she will be to the Board. If she is not aware, give her copies of the statute and the relevant pages from the OML Handbook. Tell her what they and ask her if you can meet with her in a few days do discuss how she wants to proceed. If that doesn't work, ask me again and I will provide further suggestions.
I gave up "libations" for Lent so I am all about seeing you at the OAMA Conference which is April 27th and 28th in Oklahoma City!!!!

In light of Rick's big win at the 10th Circuit, I nominate him for the
libation award (even if his suggestion is a bit tongue-in-cheek)!
One thing I found recently (that I didn't know about) was that you can get
a list of registered voters from the State, including the address they are
registered at. I had an issue recently with someone who was operating a
business out of a residence they bought. After throwing a fit about our
zoning ordinances, she tried to pivot to claim that she actually resided at
the property and then applied for a home occupation approval (basically
through a special use permit process). Residency became a key issue, and we
pulled together records related to voter registration, utility billing (for
water - water is provided by OKC), etc. to try to determine if she could
make a case for residency.
I had an issue several years ago where a former Councilman filed to run
from a different ward using an address for a house he rented (but still
owned - and was really living in - the house in his real ward). He had
changed his voter registration just before filing so he'd be registered at
the rent house. His candidacy wasn't contested (in fact, no one brought up
the issue until the time to challenge had run), and we got concerned about
what might happen if he actually won the election. But he didn't even come
close to winning so we didn't have to go down that road. But since
residency involves a degree of permanency and the exercise of political
rights, voter registration is something that can help in evaluating that
issue.

How far out of town? If she is close enough, she could petition for annexation. She’d be disqualified for now, but you could complete the annexation in time to reappoint her.
